A federal district judge has rejected environmentalists' suit that sought a substantive response from EPA on their petition for strict federally crafted Clean Water Act (CWA) nutrient standards in Mississippi River Basin states, setting back environmentalists' effort to use such a response to trigger a duty for the more-stringent nutrient limits.
