Industry, States Weigh In On Hazardous Waste E-Manifest User Fees Plan

Industry and states are backing EPA's decision to impose user fees for its hazardous waste electronic manifest (e-manifest) system on treatment, storage, and disposal facilities (TSDFs), rather than a larger swath of companies such as hazardous waste generators, but they vary in whether they support a number of other measures EPA has proposed. The Environmental Technology Council (ETC), a trade group that represents the commercial hazardous waste management industry - the companies that will be paying the user fees - says in comments to EPA posted Oct. 3 on regulations.gov that it backs billing on a per-manifest basis and using the final manifest submission by a TSDF as the billable event used to assess user fees. This "will allow for greater administrative efficiency of dealing with a much more manageable base of several hundred TSDFs with payment accounts and collection activity in the system, rather than ... having to establish and deal with 100,000 or more generator accounts and the administrative cost of billing and collecting from so many generators."
