EPA Administrator Gina McCarthy is touting the "groundbreaking" $14.7 billion proposed civil liability settlement with Volkswagen (VW) over its use of "defeat devices" on vehicles to cheat emissions tests, but the agency chief says officials are still working to resolve a series of issues, including civil and criminal penalties under the Clean Air Act. "There is still more to come," McCarthy said at a June 28 press briefing. The proposed settlement - on which the Department of Justice (DOJ) will take comment for 30 days - is the largest auto sector settlement in history and the first that will require auto companies to buy back vehicles, John Cruden, the assistant attorney general for DOJ's Environment and Natural Resources Division.
