EPA Finalizes Plan To Streamline Oil & Gas Air Permitting On Tribal Lands

EPA has issued its final federal implementation plan (FIP) to implement Clean Air Act "minor" new source review (NSR) permitting for oil and gas production on tribal lands, which it says streamlines the preconstruction permitting process for the sector but that advocates say eases administrative burdens rather than limits emissions. The agency released the FIP May 12 as well as a final rule defining when to combine, or "aggregate," oil and gas emissions sources for air permitting; updated new source performance standards to cut methane emissions from new oil and gas operations; and a data request on existing operations' emissions.
