A top EPA union official fears that Congress' pending efforts to draft a fiscal year 2018 budget for the agency will weaken core programs and lead to staffing cuts that make it harder to pursue enforcement, which the official says will only help what he sees as EPA Administrator Scott Pruitt's attempt to "undermine" the agency and reduce its power. John O'Grady, president of the American Federation of Government Employees Council 238 that represents 9,000 EPA staffers, said in an exclusive Dec. 6 interview with Inside EPA that as lawmakers work to fund the federal government for the rest of the fiscal year, the agency could see major funding cuts.
