ACWA Pushes States' Expertise To Assist EPA With Water Policy Priorities

The Association of Clean Water Administrators (ACWA) is pushing for states' expertise overseeing water programs as vital for the Trump administration as it develops its water policy agenda, and says states can "fill in the gaps" in water regulation as EPA delegates more environmental protection work to them under "cooperative federalism." Julia Anastasio, ACWA's executive director and general counsel, told Inside EPA in a recent exclusive interview that her organization - which represents all 50 state water quality program and six interstate programs - acknowledges the many competing political differences among the states, and is working to at least develop regulatory and other questions for the administration about some of its policy goals, including the Clean Water Act (CWA) jurisdiction rule.
