EPA chemicals chief Michal Freedhoff said Sept. 28 that the agency is reversing its decades-old practice of largely exempting finished articles from TSCA regulation, warning an industry conference that recent toxics rules limiting the use and sale of such products or including them in reporting mandates were not isolated decisions but a result of that policy. "Generally speaking, articles are manufactured goods or finished products - and the chemicals in them ARE subject to" the Toxic Substances Control Act (TSCA), Freedhoff, assistant administrator for the Office of Chemical Safety and Pollution Prevention, told attendees at the Product Stewardship Society's annual meeting in Anaheim, CA, on Sept. 28, according to prepared remarks provided by the agency.
