The Senate, as expected, has failed to formally begin floor debate on a bipartisan infrastructure measure with several climate-related investments for the power grid and electric vehicles (EV), even though negotiations continue on the measure and a route remains open for lawmakers to try again to begin debate in the coming days. However, House Democrats on the Transportation & Infrastructure Committee (T&I) are urging rejection of the plan without bicameral negotiations to incorporate "transformational" climate provisions in House-passed transportation legislation, including resources for states to curb transportation greenhouse gases and a "fix it first" approach to highways.
