State regulators remain concerned about how the Trump administration's new rule narrowing the definition of waters of the United States (WOTUS) will upend a wide variety of state programs, although the degree and scope of the effects could depend on the extent to which states have developed controls separate from federal measures, a state source says. States are "all over the map" with how satisfied they are with the Jan. 24 final rule, the source says. "It's going to take some time to work through" all the impacts, but concerns about unintended consequences remain, the source adds.
