Power from manure and waste

I am associated with a company that designs and has already built (overseas) a number of specialised boiler plants that bum waste to produce electric power. Waste fuels that can be used are horse and cattle manure, poultry manure, sugar cane, some foliage, wood shavings, coal waste, methane, straw and in fact, any combustible materials. The plants are typically in the range of 3000kW to 5000kW, capable of powering 2000 to 5000 homes from waste materials. I have been in contact with the state and federal governments who only want to advise me about grants that are available. I have sent information to councils, associations etc with general information about what is possible. I cannot generate (excuse the pun) interest. What is required is collection of the waste and a review of combustible materials that are available from waste materials.
