Can road infrastructure be sustainable?

I note with dismay the Infrastructure Sustainability award recently given to the Great Eastern Highway Alliance Upgrade (October issue civil edition p. 64). While the project included many features considerate of the environment, the fact remains that this is a road project. Over its lifetime, any benefits seen during construction will surely be outweighed by the environmental costs during its operation. What's next, a sustainability award for a coal mine?
