Definitions of accreditation, licensing and registration

There are no agreed upon definitions of practitioner accreditation, licensing or registration, and therefore a review of these definitions is required. The definitions as they relate to individual practitioners can be considered as follows: Licensing is a prohibiting process that captures basic competencies and excludes any other participant (eg driving licence, plumbing licence and electrical licence). Registration is a process that captures basic competencies and ensures certain checks and other requirements (criminal record checks, insurance, etc) to allow informed choice by and protection of the public (consumers of those registrant's services). Such a scheme does not prohibit other participants (eg the scheme for builders, engineers, architects and draftspersons in Victoria which allows owners and some others to operate without registration).
