In the first major capitol hill action on an economic stimulus plan, the House has approved a bill that would provide about $100 billion in tax breaks next year for companies and individuals but no new spending on infrastructure. Industry officials have been pushing to have lawmakers include public works spending in the stimulus package but they knew the Republican-controlled House was likely to stick mainly to tax incentives.
