House committees have approved pieces of what GOP leaders hope will add up to a comprehensive energy package. On July 19, the Energy and Commerce Committee approved a conservation measure with energy-saving standards for federal buildings and clean-coal technology incentives. On July 18, the Ways and Means Committee cleared $33.5 billion in tax breaks, including some for conservation and production, over 10 years.
