Building costs in St. Louis ended the year just 1.6% above December 2006's level, which was 1% less than the national average increase for ENR's Building Cost Index. The St. Louis indexes were held down by a 21 % decline in lumber prices, compared to a 7% decrease nation-wide. Falling lumber prices offset strong cement prices in the city, which increased 15% this year.
