After the 60-story Deutsche Bank building was severely damaged in the attack on the World Trade Center in 2001, a plan unfolded to contain the debris and secure the structure inside screening as it was demolished. Because of the very narrow streets and density of high-rise construction, there was concern about restricting grade-level flows of workers to the adjacent office buildings. Concurrent with that was an even greater concern about demolition debris falling on pedestrians.
