Water Agencies Can Fund Projects Through Innovative Thinking

In the past 30 years, much has changed in the transportation and power markets, particularly when it comes to private-ownership concepts. Power plants that are privately held continue to come on line, often procured through engineering/procurement/construction (EPC) or through private ownership, which looks a lot like a public-private partnership (PPP) delivery method that is accelerating in the transportation sector. Neither format is common to the water/wastewater industry, but both could serve the industry well.
