In a move that would spark environmental restoration work in Montana five years after a major oil spill, an Exxon Mobil Corp. unit has agreed to pay the federal government and the state $12 million to settle claims from a pipeline rupture that sent tens of thousands of gallons of oil into the Yellowstone River. Under the settlement, which federal and state officials announced on Sept. 21, the company's payment would go for habitat restoration and other projects along the river.
