It is an unfortunate fact that coal ash derived from coal power generation plants often exhibits high levels of un-burned carbon and low reactivity, which limits its recyclability into marketable byproducts such as cement. According to the American Coal Ash Association, current coal ash utilization technologies allow for only 33 percent of all fly ash produced in the United States to be sold as an additive for the manufacture of concrete, asphalt, soil conditioners and other uses. Furthermore, revenue to the utility frequently is low.
