An integrated planning approach for climate change mitigation and adaptation

摘要

Human activities consuming, polluting and using natural resources ineffectively and improperly caused ecological imbalance, and thus, climate change and energy crisis have become current issues in the world conjuncture. On the one hand, the present process of city planning triggers climate change by increasing the level of energy use and carbon emissions in residential areas through decisions based on augmenting rent regarding land use, location choice, density, infrastructure and transportation. On the other hand, climate change has negative consequences such as increase in average temperature, droughts, changes in rainfall regime, sudden floods, sea level rise ruining coastal areas, and infrastructure deterioration in cities. The solution to this problem on a global scale is discussed in related platforms in terms of mitigation of greenhouse gases emitted to the atmosphere and adaptation to climate change. This study demonstrates problems of urban planning that cause climate change with regard to the planning processes in Turkey and provides suggestions about planning strategies and practices ranging from large to small scale within the framework of integrated planning in order to mitigate and adapt to climate change through focusing on the (local) carbon cycle.
