In deciding to create a new, independent administrator for programs to help cut electricity consumption and reduce peak demand in Nova Scotia, the provincial government tapped into a Dalhousie University report that used extensive consultations to produce its recommendations.rnThe key characteristics of the recommended administrative body included:rn1. requiring it be an independent, multi-purpose, non-profit entity created by legislation with all shares held by the province;rn2. having the board appointed by the Nova Scotia Utility and Review Board (UARB) based upon merit according to pre-determined criteria and a transparent recruitment process, with advice from an interim steering committee;rn3. establishing clear performance targets and management incentives to perform;rn4. requiring regular, independent, performance audits against targets conducted by an independent auditor;rn5. there should be a formal review before renewal of mandate through a performance review mechanism, within a maximum period of three years; andrn6. funders and users of the agency's programs should be involved and served in an accountable and transparent manner.
