Press reports have stated that Virgin Mobile CEE, the newly formednmobile virtual network operator (MVNO) from Virgin Mobile targetingnthe region, could launch LTE services in Russia. However,nthere conflicting reports of the approach it will take. One report statesnit will roll out an independent LTE network in the 3.5GHz range,nwhich contradicts other reports that it will cooperate with Tele2 onnthe network rollout. BMI believes collaboration with Tele2 wouldnbe a more likely scenario, although we stress even this presentsnsignificant downside risk versus operating as an MVNO.
