By the time you read this, the United Nations convention on climate change will be coming to a close. The hope is that ministers and diplomats from more than 160 countries will be able to thrash out the details of how the 1997 Kyoto Protocol will work in practice, clearing the way for least 55 parties to 1992's Climate Change Convention to ratify the protocol, giving it the force of international law.
