November building permits point to steady housing mar-ket. Privately-owned housing units authorized by building permits in November were at a seasonally adjusted annual rate of 1,482,000, +1.4% above the revised October rate of 1,461,000 and +11.1% above the Nov. 2018 rate of 1,334,000.
