Sounding the ionosphere by incoherent scatter at very high frequencies

Based on the ideas of Rayleigh and Thomson, incoherent-scatter radar was conceived primarily to measure electron-density profiles. However, completely unexpected results revealed the much greater potentialities of the technique.
