This is an excerpt from "Toward a National Energy Strategy," released last February by the United States Energy Association, USEA is the U.S. member committee of the World Energy Council and represents the broad interests of the U.S. energy sector. Its members include, among others, Edison Electric Institute, American Gas Association, Nuclear Energy Institute, and American Petroleum Institute, as well as companies and governmental agencies. The recommenda- tions here were made in advance of the several energy-related bills and initiatives currently being debated in Congress.
