Last month they launched a hastily con-icocted campaign of diplomatic sanctions against Austria. Now the other 14 governments of the European Union find themselves stuck with a policy that may be defensible in some ways, but is risky and inconvenient in others. Enthusiasm for the sanctions varies among the 14.
