From the outside, it looks pretty good. For more than a decade, Russia has been, more or less, a democracy and a market economy, and on civilised terms with its neighbours. Against the dismal standards of Russian history, that is a big achievement. But so far the fruits have been meagre, bringing little comfort to most Russians. All they can see around them is physical, cultural and moral decay.
