If charm alone could win elections, William Weld would be the next Republican governor of New York state-and the first man to govern two American states since Sam Houston ran Tennessee and then Texas in the mid-19th century. But history buffs should not hold their breath. Mr Weld, a Harvard-educated classicist, lawyer, bon viveur, novelist and Grateful Dead fan, said last week he planned to join the New York race, eight years after he resigned as a two-term governor of Massachusetts. The Republican nomination was thrown open last month when George Pa-taki, governor since 1994, ruled out seeking a fourth term next year.
