FOR all their protectionist rhetoric,America s lawmak ers have not rejected any trade deal negotiated by an American president for almost 40 years.Lyndon Johnson was the last president to suffer this rebuff when Congress threw out several provisions of the Kennedy round of global tariff cuts in 1967.Unfortunately,George Bush is now perilously close to suffering a similar embarrassment.
