The European Union entered the 21st century plagued by doubts. That is why the heads of government, meeting at Lae-ken in December 2001, called for a European constitution based on the values of democracy and transparency. The former French president, Valery Giscard d'Estaing, who chaired the convention which drew up the constitution, hoped that it would be understood by an educated teenager.
