Like another international bank, safely ensconced in Washington, DC, the African Development Bank (AfDB) has shared some of the indignities its borrowers suffer. In 1995, it endured a financial crisis, losing its top-notch credit rating (since restored). And in 2003, it became a refugee, fleeing its home in war-torn Cote d'Ivoire to huddle temporarily in Tunisia.
