Appropriate legal structures can ensure that disasters are anticipated and contained in a comprehensive and equitable manner. Disaster law is a complex, multi-faceted, and rapidly expanding body of thought, one that addresses the dire need for a systematic, thoughtful approach to managing the chaos of disasters.
