Indonesia's ambitious port liberalisation is being held up by impending elections to the legislature in April and the presidential contest in July Reforms unveiled last year under the presidency of Susilo Bambang Yudhoyono, leader of the Democratic Party, could eventually open up ports to free competition. But specifics still await passage in the legislature. "Nobody is going to risk introducing them before the elections because they are too politically sensitive," said David Wignall, a leading Indonesia port consultant and investor. "President Yudhoyono will obviously look to push the reforms through if he wins a second term. He's polling well, but if he doesn't win, then who knows what will happen to the act," he added.
