FERC seeks to promote storage and distributed energy resource participation in electricity markets

With constantly improving cost and performance of electric storage and other distributed energy resources driving interest in their development to new heights, the Federal Energy Regulatory Commission has initiated a rulemaking intended to remove barriers to these resources participating in wholesale electric markets. On Nov. 17, 2016, FERC issued a notice of proposed rulemaking (NOPR) in which it proposed to revise its rules to require regional transmission organizations (RTOs) and independent system operators (ISOs) to amend their market tariffs to accommodate (1) storage resources, such as batteries and thermal storage, and (2) distributed energy resource aggregations.
