In the process of integrating major functional area planning, land use planning, urban and rural planning and other spatial planning into a unified land and space planning, the natural suitability of the human settlement environment is an important link. Therefore, in this paper, we have systematically studied the strategies for improving the natural suit-ability of human settlements in the urban-scale terri- torial and spatial planning system. The land and space planning at the metropolitan scale is divided into three parts: resource and environment planning, spatial pattern planning and land use function plan- ning. Data related to land and space planning was collected, and resource environment, spatial pattern and land use function were selected as evaluation in-dicators. Different integration methods are collectedto integrate evaluation indicators, and an evaluation model for the natural suitability of the human settle- ment environment is constructed. The model is used to evaluate the natural suitability of the human set- tlement environment in the metropolitan-scale land and space planning system. The results show that thenatural suitability index of human settlements in HH city fluctuates between 22.62 and 85.73. After the natural suitability of the human settlement environ- ment in HH City is divided into four types, its suita- bility areas are concentrated in the northeast of the central part ofHH City, accounting for 41.63% ofthe urban area of HH City. Based on the evaluation re- sults, multi-agent collaboration has been realized in three aspects to enhance the natural suitability of the human settlement environment.
