Resource allocation is the task of convenient resources to different uses. In the context of anresources, entire economy, can be assigned by different means, such as markets or central planning.Cloud computing has become a new age technology that has got huge potentials in enterprises andmarkets. Clouds can make it possible to access applications and associated data from anywhere. Thefundamental motive of the resource allocation is to allot the available resource in the most effectivemanner. In the initial phase, a representative resource usage distribution for a group of nodes withidentical resource usage patterns is evaluated as resource bundle which can be easily employed to locate agroup of nodes fulfilling a standard criterion. In the document, an innovative clustering-based resourceaggregation viz. the Improved Hierarchal Agglomerative Clustering Algorithm (IHAC) is elegantlylaunched to realize the compact illustration of a set of identically behaving nodes for scalability. In thesubsequent phase concerned with energetic resource allocation procedure, the hybrid optimizationtechnique is brilliantly brought in. The novel technique is devised for scheduling functions to cloudresources which duly consider both financial and evaluation expenses. The efficiency of the novelResource allocation system is assessed by means of several parameters such the reliability, reusability andcertain other metrics. The optimal path choice is the consequence of the hybrid optimization approach.The new-fangled technique allocates the available resource based on the optimal path.
