As COVID-19 is identified worldwide, governments haveimposed quarantines and travel restrictions on an unprece-dented scale. Countries such as China, Italy, Spain and theUnited States have imposed restrictions on their citizens orimmigrants. Still, the number of cases and deaths contin-ues to increase.1Quarantines and travel bans are often thefirst response to new infectious diseases. However, theseold tools are usually of limited use for highly communicablediseases.
