Congress has agreed to a $2.3 trillion omnibus package for fiscal year 2021 that includes $900 billion in pandemic relief funds. The appropriations bill, once passed by the House and Senate and signed into law by the president, would provide $696 billion to the Defense Department, with $142.9 billion in total procurement spending and $107.4 billion in total research, development, test and evaluation funds. In FY-20, Congress enacted $143.7 billion in DOD procurement and $104.4 billion RDT&E. The bill includes $2.3 billion for a second Virginia-class submarine, $9.6 billion for 95 F-35 Joint Strike Fighters (17 more than the administration requested), $23.3 billion for 10 Navy ships, and numerous other items. The bill also includes a 3% pay raise for U.S. troops. The FY-21 appropriation for the Pentagon is $2.6 billion more than what was enacted for FY-20, but $2.1 billion less than what was requested by the administration.
