One of the Indonesian government's program to reduce poverty based on economic empowerment of micro and small enterprises is People's Business Credit (KUR), which is working capital financing or investment were given to productive enterprises in micro, small, medium enterprises and cooperatives (UMKMK) decent or feasible but not yet bankable. The problem that often occurs is the high loan loss (loans that are not paid by the debtor), one of the reasons for the determination of improper KUR recipients. Based on these problems, we need a decision support method that can help determine the proper recipient of KUR. the method used in this study is PROMETHEE (Preference Ranking Organization for Evaluation) is one method to determine priorities in the analysis MCDM (Multi-Criteria Decision Making), which is a technique of decision-making of some alternative choices. Research methods PROMETHEE will produce the composition of the rank or rank candidates KUR which has a credit risk lowest to highest, the rating is based on the value obtained from the calculation of Net Flow of each alternative / potential recipients KUR, Net Flow high means it is recommended to be recipients KUR because it is expected to have a low credit risk.
