There are obvious phenomenon of atmospheric pollutants transport and diffusion among Beijing and Hebei (abbreviated B-H) region. After the analysis of nearly four years’ daily meteorological data in main cities of the region, combined with the terrain factors, it can be seen that external sources of atmospheric pollutants in Beijing area which are mainly from the southeast direction at present vary between different weather conditions. The article suggests that the work of air pollution Joint Prevention and Governance in Beijing-centered B-H region should be based on the control of total quantity, determine the total atmospheric emission in Beijing as well as its surrounding area and allocate the initial emission rights, and with the principle of laying equal stress on environmental security as well as economic coordinated development, and the goal of cutting emission conjointly, should require the environmental demand urgent area to purchase emission rights from output area and to seal and cancel that realize the dual cooperative effect on account of the improvement of environmental compensation and environment quality in B-H region.
