In order to improve the practicability of insufficient irrigation decision-making technology in agricultural production, this paper presents an insufficient irrigation forecast system based on Android smart mobile terminals and detailed describing the overall framework of the system, the main functions and focuses on insufficient irrigation forecast methodology. The forecast decision-making method based on dual crop coefficient method and farmland water balance equation, three steps are needed to complete the decision making, which are specifically described in this paper. In order to verify the reliability of this method, the experiment was conducted in summer corn: firstly, summarized the actual irrigation amount of the whole growth period and then made the insufficient forecast of irrigation amount according to the daily meteorological data in the growth cycle, finally compared the forecast irrigation data with actual one , and the results shown that the relative error of irrigation amount is ±5.2% which can be concluded that this methodology has a high accuracy and the forecast system can be used to make the prediction of irrigation amount at the experiment area.
