The article address how the concept of religious freedom has changed in Norway since the beginning of the 20th Century. Until the 1930s, the discourse of religious freedom was centred on the question of religious practise outside the established church. Under the impression of increasing atheism and blasphemy, religious freedom came to be connected with considerations for individual religious feelings. Thus, the perspective of religious freedom was shifted, from primarily protecting minority religions to emphasis on protecting Protestantism from competing life stance. From the end of the 20th Century, the protection of minorities was again pivotal in how the concept was understood.
