I n 1998, the U.S. Fish and Wildlife Service listed the Preble’s meadow jumping mouse as a threatened species under the Endangered Species Act. This listing, and the subsequent designation of more than 31,000 acres as critical habitat for the species, imposed substantial economic costs on local communities. But had the agency made a mistake.
