A normatividade das Rela??es internacionais em Locke

Resumo O presente artigo busca demonstrar que para Locke as rela??es internacionais n?o s?o caracterizadas por um estado de ausência de legalidade ( unlawfull ). Para tanto, toma-se como fio condutor as disposi??es de Locke acerca da Lei Natural, forma??o da comunidade civil e o poder federativo . Optamos por essa via, embora tal posi??o também seja defendida pela maioria dos comentadores por meio da explicita??o das diferen?as entre o estado de guerra e o estado de natureza . Quando se analisa o poder federativo podemos entender que para Locke a guerra está limitada tanto pelos interesses civis dos cidad?os quanto pela Lei Natural. Abstract This paper argues that Locke’s thought about international relations are not characterized by a state of lack of legality (unlawfull). Therefore, take as guiding the provisions of Locke on Natural Law, formation of civil society and federative power . We chose this fashion, although this position is also held by most interpreters through the explanation of the differences between the state of war and state of nature. When we analyzing the federal power on can understand that for Locke the war is limited by the civil interests of citizens as the Natural Law either.
