TOPICAL ISSUES OF STANDARD REGULATION OF INDUSTRIAL SAFETY ON HAZARDOUS PRODUCTION FACILITIES OF PRODUCTIONS OF AIR DIVISION PRODUCTS

Production and consumption of air division products are an important component of the production technology in the chemical, oil, petrochemical, oil and gas processing industry, on objects of power, metallurgical, coke-chemical production and other areas of the industry.In the present article questions of standard regulation of industrial safety of productions of air division products in the Russian Federation are considered. The main normative documents on the set subject developed both to and after disintegration of the Soviet Union, are specified. The problems connected with obligation or a non-obligation of application of some norms and rules are noted.In article the attention is paid that in connection with introduction of the Federal law “On technical regulation” many technical norms of the Soviet Union stopped being obligatory for execution. The instructions provided in this technical norms aren’t requirements of industrial safety on the basis of the Federal law “About industrial safety of hazardous production facilities”. And now it isn’t enough new obligatory requirements of industrial safety to productions of air division products in separate areas of the industry for prevention of possible accidents and involvement of perpetrators to responsibility in case of approach of emergencies.The reasons of possible accidents and accidents on the specified productions with links to examples of similar accidents are specified. It is established that insufficiency of standard regulation of the considered productions in separate areas of the industry, including the petrochemical, oil and gas processing industry, can lead to emergencies. Need of improvement of regulatory base for the hazardous production facilities connected with production and consumption of air division products is noted.
