PROBLEMS OF IDENTIFICATION OF THE HAZARDOUS PRODUCTION FACILITIES CONNECTED WITH TRANSPORTATION OF DANGEROUS SUBSTANCES BY RAIL

One of requirements of industrial safety is obligatory registration of hazardous production facilities in the state register which is carried out by results of carrying out procedure of identification. In the present article the question of identification of the hazardous production facilities connected with transportation of dangerous substances by rail and the problematic issues arising thus is considered.It is specified in article that the object of the organization is identified as a site of transportation of dangerous substances in case when the organization owns ways (roads) of uncommon use for transportation of dangerous substances, technical means, intended for transportation (movement) of dangerous substances. Thus, the attention is paid that now transportation sites independently (separately) aren’t identified as hazardous production facilities.On the basis of normative documents and explanations of Rostekhnadzor the conclusion that now there are no legal bases of reference of the enterprises doing only giving and the cleaning of a rolling stock on railway tracks of uncommon use to hazardous production facilities, and as a result, distribution of requirements of industrial safety of them is drawn. However, on these ways movement can be carried out, giving (cleaning) of vehicles with dangerous freights, including, across the territory of the cities with crossing of prospectuses, streets, tram ways and in other cases where imprudence and the general availability of railway tracks can lead to accidents and incidents with serious consequences.By results of consideration of difficult and problematic issues on identification of the hazardous production facilities connected with transportation of dangerous substances by rail the conclusion is drawn on need of modification of regulations in the field of industrial safety.
