摘要

The majority of the hazardous production facilities (HPF) and technological pipeline systems functions at the moment on outdated technologies on worn-out processing equipment and are near large settlements. In these conditions especially actual is a creation of system of monitoring and management of industrial and ecological safety on OPO, including pipeline systems of transportation of hydrocarbons and chemically dangerous connections in real time.In the conditions of not stationarity of volumes and pressure of transfer of hydrocarbonic environments ensuring effective operational monitoring and management of regime parameters of the operating pipeline systems and operation of the equipment becomes the most actual.In article conceptual bases and criteria of expeditious monitoring and management of safety of OPO of an oil and gas complex with use of technology of minimization of synergetic risk are offered and developed.It should be noted that distinctive features of the developed system of expeditious monitoring and management is possibility of regulation of not stationarity of risks in real time when need for carrying out difficult mathematical calculations for modeling of operational complications and the modes of a current of hydrocarbonic environments for pipeline systems disappears.Requirements to a hardware-software complex of an operating control and management of minimization of risks are proved and developed for dangerous objects of an oil and gas complex, and also the principles of creation of a complex of expeditious monitoring and management of transportation of fire and explosion hazardous and chemically dangerous environments at operation of pipeline systems.
