China's auto industry is faced with the historical opportunities for technological transformation and strategic industrytransformation, while the development of electric vehicle industry is an important factor to energy development.Based on strategic planning, industry goal promotion, institution transformation, model replacement, core technologydevelopment, infrastructure construction, policy mechanism, business model optimization, and other factors, thispaper compares the advantages and disadvantages of technologies in hybrid vehicles, plug-in hybrid vehicles, fuel-cellvehicles and pure electric vehicles, considers their procurement costs, and divides the development of electric vehicleindustry into demonstration stage, rapid development stage, popularity and mature stage from the perspective ofecological energy. According to characteristics of different stages, develop corresponding technologies, economicpolicies, and financial policies, legal and administrative policies. Through researches on the development model ofelectric vehicle industry, promote the development of new energy vehicle industry, and improve the entry conditions,entry standards, entry procedures and certification program for electric vehicle products.
