In 2009, Rear Adm. David W. Titley assumed duties as oceanographer and navigator of the Navy.Rear Adm.Titley is also the director of the Navy's Task Force Climate Change as designated by theChief of Naval Operations Adm. Gary Roughead.TFCC is a matrixed organization that runs acrossmultiple Navy staff codes and warfare enterprises. Consisting of a flag-level Executive SteeringCommittee, led by the oceanographer of the Navy, and several senior level working groups, TFCC istasked to make recommendations to Navy leadership regarding policy, strategy, force structure andinvestments relating to the changing Arctic specifically and global climate change in general.
